    In Ethernet/IP, is there a way to control how fast data is sent to a PLC?

    No, as the PLC is most times a client in the Ethernet/IP system. On server connection, the client tells the server the rate of transmitted outputs and inputs only within a msec timeframe. The timeframe may vary in accordance to your network switching infrastructure. You may be able to *tweak* the timeframes and make it deterministic with the type of switch manufacturer you are using and other real time mechanisms like CIP Sync and IEEE1588.
